Rule 77B
Promotion on the basis of seniority and performance evaluation
When promoting a civil servant based on seniority and performance evaluation, Section 24G1A of the Act. The candidate with the longest service period will be promoted to the post one category below the post to be promoted as per (2) Notwithstanding anything contained in sub-rule (1), the seniority of a civil servant having the same period of service in a post one grade below the promoted post shall be determined on the following basis:-
(a) on the basis of the date of decision of appointment or promotion to a post one grade below the grade currently held,
(b) If the seniority is not separated according to clause (a), the seniority of the civil servant recommended from the open competition will be maintained based on the merit order of the recommendation of the Promotion Committee or the Public Service Commission in the currently held position, but if the recommendation is received on the same date of the open competition and the promotion.
(c) On the basis of age seniority if seniority is not distinguished from any of the grounds mentioned in clauses (a) and (b).
